Humanitarian Assistance by the ICRC in Afghanistan

Afghanistan continues to suffer from the consequences of decades of armed conflict. Violence, tensions along the border with Pakistan, and the presence of landmines and explosive remnants of war continue to pose serious risks to the population. At the same time, the country’s economy, healthcare system and essential infrastructure remain severely weakened. Food insecurity, natural disasters, disease outbreaks and large-scale return movements further exacerbate the humanitarian situation.

The International Committee of the Red Cross (ICRC) has maintained a continuous presence in Afghanistan since 1987. Its neutral, impartial and independent mandate enables it to reach particularly vulnerable people and operate in sensitive and hard-to-access areas. The ICRC engages in confidential dialogue with authorities and weapon bearers, visits detainees, restores family links and supports efforts to trace missing persons.

In addition, the ICRC supports healthcare facilities, hospitals and seven rehabilitation centres for persons with disabilities. Particularly vulnerable households receive food assistance or cash support, as well as help to strengthen their livelihoods. Further measures improve access to water, energy and essential infrastructure, while reducing the risks posed by landmines and explosive remnants of war.

Through its support for the ICRC, Liechtenstein contributes to the protection of civilians, the promotion of respect for international humanitarian law and the maintenance of essential services.

Special features of the project

The ICRC has maintained an uninterrupted presence in Afghanistan since 1987. Thanks to its unique mandate, it is able to operate in areas that are difficult to access and politically sensitive. The Afghanistan operation is among the most underfunded operations of the ICRC worldwide.
