Combating human trafficking with Ukrainian refugees
The trafficking of people from Ukraine has increased massively since the beginning of the war. Ukrainian women and children in particular are at risk of becoming victims of human traffickers after leaving, or while leaving, their home country. Since 2022, the Organization for Security and Co-operation in Europe (OSCE) has been combating human trafficking as part of its project “Preventing and Responding to Trafficking in Human Beings Amid the Humanitarian Crisis Related to the War in Ukraine”.
Since 2022, the project has been supported by Liechtenstein and has thus contributed to a series of effective project developments in 2025 as well. These include, among other things, consultations with Ukrainian and numerous European authorities on effective measures to combat human trafficking. In 2025, the focus was on training the relevant national bodies to identify victims of human trafficking.
The participating States receive support from the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, established in 2003, to enable them to implement effective measures. This includes, among other things, advice at political and legislative level as well as the exchange of information. Instruments are developed and capacities built among both governmental and non-governmental actors. Liechtenstein, which works closely with the Special Representative, is able to close a funding gap in this highly current and relevant project with its contribution.
Project goals
Supporting OSCE member states in the prevention of trafficking in human beings as a result of the Russian war of aggression in Ukraine.
Support based on the “policy to practice” approach in identifying needs, developing policy concepts, and formulating targeted measures and action plans to reduce the risk of human trafficking and improve the protection of those affected.
